In Fiscal Year 2020, retail sales stood at $2.15 billion, and since then, they have steadily climbed alongside digital adoption. The coexistence of both sales channels indicates a growing overall demand for lottery participation, driven by greater accessibility and player engagement.

Several factors contributed to the online surge, including user-friendly platforms, instant access to draw games and strategic promotional efforts. The ability to buy tickets from a smartphone or computer simplified the process, attracting new players who may not have visited retail locations. 

Additionally, the digital shift reflects a broader trend in consumer preferences, where convenience and immediacy play a significant role in purchasing decisions. 

Retailers Benefit Despite Digital Growth

Retailers in Virginia remain an essential part of the Lottery’s operations. Despite concerns that online sales might negatively impact in-person purchases, retailers receive substantial compensation. 

In Fiscal Year 2024, they earned $141.5 million in commissions, an increase from $137.3 million in the previous year. These earnings demonstrate that brick-and-mortar lottery sales remain a significant revenue stream and continue to thrive even as digital platforms expand.

Increased Prize Payouts and Record Profits

Lottery players saw a significant rise in prize payouts in 2024. Total winnings amounted to $4.246 billion, an increase from $3.416 billion in the previous year. Higher payouts indicate a greater level of player engagement and successful ticket sales.

After accounting for operating costs and retailer commissions, the Virginia Lottery recorded $934.1 million in net profits for Fiscal Year 2024. This figure represents an 8% increase from the previous year’s $867.4 million, making it the most profitable year in the Lottery’s 36-year history. The steady profit growth underscores the Lottery’s ability to adapt to changing consumer habits while maintaining financial stability.

Funding Education Through Lottery Revenue

The Virginia Lottery is committed to supporting public education across the state. All profits are allocated to K-12 education, ensuring that schools benefit directly from lottery revenue. 

In Fiscal Year 2024, more than $934 million was contributed to Virginia’s public schools, averaging over $2.5 million daily. These funds help support classroom resources, teacher salaries, and student programs, reinforcing the Lottery’s role in education funding.
